讨论一下GSM的access control class

acc应该是从用户角度划分无线接入分级的方法解决网络繁忙和某些特殊需求的设计，实际在国内有应用这种方法么？如果要实现的话网络侧涉及到很多的改造么？我看到的全球通卡设置的级别上class5，较早的一个动感的卡是class9，这个都是在HPLMN和VPLMN的常见区域内，可以说5比9在网络繁忙的情况下更容易接入么？
TS22.011这样定义的：
Access Classes are applicable as follows:
Classes 0 - 9 - Home and V isited PLMNs;
Classes 11 and 15 - Home PLMN only if the EHPLMN list is not present or any EHPLMN;
Classes 12, 13, 14 - Home PLMN and visited PLMNs of home country only. For this purpose the home country
is defined as the country of the MCC part of the IMSI.
