求助：中兴c220加f803开局不能下发配置

新入手中兴c220一台，单控、单电、一epfc板，系统版本为V1.1.3P2T6
根据开局手册配置好后发现olt配置的onu信息不能下发，导致网络不通。手动配置onu（f803）后可以正常通信。
下面是OLT配置

目前上面的配置可以vlan100正常通信

但是问题是这是手动配置的onu，olt下发配置失败，也没有提示错误，不知道问题出在哪里，请各位指教一下啊。
