关于PBCH第一次加扰Scrambling的疑问

在3GPP 38.212的7.1.2章节：其中有一段描述：

if  a corresponds to any one of the bits belonging to the candidate SS/PBCH block index, the half frame index, and 2nd and 3rd least significant bits of the system frame number

s = 0

针对SSB index的对应bit，当SSB Lmax=4时，该bits的含义就变Kssb的最高位。

问题是：是否不管SSB Lmax为什么值，这3个bits是否都不需要加扰？
